Chicago: Hostile working / living conditions

It is not OK when it is only "joking", "testing", or "asking".

- The lack of community feels results in very serious results at times.  People not reporting accidents, not bringing the injured to hospitals, etc.  Chicago is a big city, there certainly are horrible cases that goes without mention. 

- The MNLA declared independence.
