In exchange for admitting the crime, he would escape death penalty. He is to pay millions to each victims, which may come from his books etc.
Jared Loughner had drug problems was refused to be enlisted in the military. He still was able to get guns, and he bought the bullets from Walmart. This incident should lead to setting up laws for rigorous background checks for gun licenses and monitoring of gun sales. And bullets should not be sold online nor at supermarkets.

The Wilson's case also involves drug. The victim was a police informant whose claim lead to the Wilson's arrest. The man with Wilson was arrested but Wilson was released. Wilson and an accomplice took Willians to a car and shot him. They left his body to a road side where he died the next morning. His accomplice was sentenced to life imprisonment.
