Budget negotiations continue; Chicago bans TIF mandated donations

Let's not make bridge to nowhere
- Still no agreement on 'the balanced approach' on budget.


- What happens when public institutes invest in real estates?  It is a corruption case when the invested quasi public money is spent on private charity groups, and when they have ties with such person as Daley, the former mayor of Chicago such as in case with "After School Matters".  The Chicago mayor Raum Emanuel issued announced the city will ban TIF, or Tax Increment Financing money to be donated to private charities.  Chicago has 163 TIF districts.  Out of these, the mayor proposed to close eight TIF districts.
