While I could not quite get what our dear lame duck president is saying to scale those huge institutions down, he claims he did it right and was great for us the 99% for the economy.

While other officials are to meet with the Russian counterparts, Obama is not. Whether it is out of political calculation to show anger (to whom) or it is of the President Putin's in that he won't be able to get much out the talks, is not entirely clear to me.
