Some might think the people there will remove the dictator. In such an authoritarian regime, the bottom up approach does not work. In North Korea, every form of uprising against the dictator failed.
Looking at Iraq, however, and the Syrian refugee crisis perhaps warned the people that there is no military option on the table. Killing people claiming that they are saving lives, simply is not the logic of the people there.
