Being a model leader may not pay off nor be political expedient. One might just get away with not being one. But surely that would strengthen the argument for good leadership, if not providing incentives for being such. It may or may not work. Playing the scapegoat may work in some cases in terms of leading a pack.
Nevertheless, that should not prevent a leader from acting one. The trust in the government, or in the leader, is the very basis of democracy of electing the most popular or trusted one. While unpredictability beyond the range of the expectation of the people may have the surprise effect, unpredictable government and predictable voters certainly does not match the concept of a democratic government.
